The USAID CapacityPlus project implemented by Intrahealth supports the MOH to strengthen human resource management at service delivery level to impact on the coverage and quality of HIV care & treatment and related services (notably TB). The project will focus on technical assistance to the MOH for equitable distribution of health workers at service delivery sites, and implementation of the national performance management system at service delivery level to improve access to quality HIV and TB services. This project responds to requests from the Ministry of Health for technical assistance from USAID to address these needs. This project began TA to the MOH to implement supportive site supervision for PMTCT in FY 2014, responding to a recommendation from the PEPFAR PMTCT TWG visit in January 2013 agreed by the PEPFAR team. Based on the strategy revision in Washington DC in August 2014, the project will reduce TA for national PMTCT quality improvement during the next period.

Mechanism Target Information

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
